Help: Masters in International law or Data privacy law

Hello,

Would anyone with experience in the Law field help me with something,

My cousin has a bachelor in Law (2006, accepted GPA), she wants to do masters in International law or Data privacy law, in the US, Canada or Europe.
What are her chances? Knowing that she has a really great experience; since 2016 till present, she has been the Legal & Compliance Manager for FERRING PHARMACEUTICALS SA in the Middle – East, Turkey & Africa region. And before that, she was the Legal Counsel & Compliance Manager for LG Electronics in the Levant area.

So, does she have a chance in getting a scholarship to do masters, or half funded one? Also, she wants an option to do it off-campus.
