French, Arabic, English, Linguistics--PhD?

My friend lives in Algeria and is fluent in Arabic, English, and French.  The latter is what he teaches in a high school.  He wants to attend a PhD program in the US and live the American dream.  Is it possible?  Linguistics? French? Programs that except foreigners?  What advice can you give?

It’s completely possible. I’m an international student and I’m applying to three programs in Linguistics. Also, all programs accept foreigners.
