Is this "provisional offer" by any chance an actual offer?

Hey guys! I've applied to a PhD program at NUS for 2021/22 and received this following email. 

Do you think it's safe to say that this mean I've been accepted, or is it merely indicating that the process is far from over?

This school has always been my dream destination, and the suspense of waiting for the result is killing me...  

 

Dear Mr ~,
 
I am pleased to inform you that you have made the initial shortlist for admission with Research Scholarship to the graduate program at the ~ NUS. This offer is subject to final approval from the Faculty.
 
In this regard, please arrange for the documents listed in the checklist to be sent to us. The documents should reach us at the following address a month from the date of this email.

Do note that unless you are a NUS student, your transcript(s) should be sent to us directly from your university.
 
Assuming your application package is received by the deadline, you will receive the final outcome of your application, confirmed by the Faculty, latest by April 2021.
 
If we do not receive your application package by the deadline, we will assume you are no longer interested in being considered for the program and your application will be deemed withdrawn.
