Deadline to respond is approaching and I was wondering if anyone had any insight into the virology work done at these two institutes (Scripps in Florida and UTMB)

Very different institutions. Scripps is a private institution and will have much more private funding available than a public institution will have as well as a reduced need to be tied to soft money. Anything you want to learn will be taught to you at either institution. Texas as a whole is much more Conservative than FL (Galveston County overwhelmingly voted for Trump. If that is an issue for you, just remember you'll be there between 4 and 6 years.

FL has more sunny days which is great, but both deal with hurricanes... If you're worried about prestige, both are known within their field, Scripps is probably more well known as an institution, especially with their San Diego location being world renowned for Immuno work. Scripps name carried more weight, UTMB is more niche. If you're interested in Academica, your institution doesn't matter, you have to do a Post-Doc anyways.
