How to reach potential CS PhD applicants?

I'm the director of grad admissions at UIC Computer Science. I would like to do some outreach to PhD applicants in certain research areas where we have more research funding and faculty time than we have students at this point - thinking of doing pre-application interviews, waiving some or all application fees, and such, to get folks who are interested in these areas to apply. 

But how do I let people know about this initiative? Of course we can put a note on our website, but I'm hoping to attract people who perhaps were not aware that UIC is an option for them. Grad Cafe seems like a good place to start, but in which forum? Other ideas?
