UB or Fredonia? hard to make a decision

Recently, I received the offer in Speech-Language Pathology in graduate program from University at Buffalo and SUNY Fredonia.

My background: English is not my first language, and actually my spoken English is not that good in my opinion. I have a good academic performance, my GPA is 4.0 and GRE is v 166, q 169 w 3.5  

UB has a good rank, but the department respond email very slow ( around 2 weeks) I checked the graduate professors on rmp, some of them cannot be find, but the average was 2-3.5.

SUNY Fredonia, they respond email very fast ,and the graduate professors on rmp are 4-4.5 on average.

I want to hear valuable advice from you or if you are attending one of these schools. Please list the likes  and dislikes, thank you so much!
