I'm still waiting for few more schools but I'm trying to catch a sense here...

is there a significant difference between mid-career part time MPAs versus full time MPA or MPP programs?

I'm trying to advance to international organizations with developing country's policy analysis in future.

1. Georgetown MPM (Mid-career)

2. UC Berkeley Goldman MPA (Mid-career)

3. Washington Evans MPA (Part-time)

3. Indiana Bloomington (MPA, Full time)

4. University of Michigan Ford (MPP, Full time)

Yes there is a significant difference. Usually, if you want to pivot to a new career field full time makes sense. Mid-career is to help people advance in their current career field with a check the box degree where you don’t really learn any technical skills.
