Why does SpaceX need to launch 30,000 starlink satellites?

Won't 30k satellites be very expensive, not to mention resistance from NASA and the ESA, why not place something like 1000 instead, or even just 8 gigantic terabit speed satellites up there? would be a lot cheaper and no controversial sky pollution.
