I submitted my application way before the August 15 deadline and I haven’t heard from them. I don’t know if I should email them or if anyone has received an acceptance from them.

Yes, if the deadline was August for a Spring 2023 program, definitely follow up. Are you sure that department takes Spring admits? It's possible if you're applying to a PhD program that no labs are actively recruiting and so your application has not been thoroughly reviewed. Regardless, following up with an admin or grad program director would be appropriate to ask for a decision timeline.
