My chance for Asian studies or IR

I am an international student at leading institution from China, try to apply for MA in Asian Studies or International Relation relating field fall 2011. This is my profile

My overall GPA is 2.7/4.00 because my first two year was struggling with Chinese language but I have 3.5 for last two year. My gre is 640 for verbal and 660 in Math. My toefl is 97 which I plan to retake it next month. I am fluent in Thai Chinese English and now studying Korean. I got funding full scholarship from my government. I used to internship at government house.

Can you guys please advice in which rank universities I have little chance of success. Is GPA score that important in admission? They are any chance I can get into top ten university
