Is this common practice?

Besides the Dean (usual practice), my rejection letter was signed by three faculty members from unrelated fields to which I was applying to. I specifically applied and indicated in the application, as required, as specific focus area of study and I applied to Philosophy of Religion. However, I was rejected by faculty from Jewish and Islamic Studies, Near Eastern Civilication and Language, and Jewish History. My research question and my SOP had nothing to do with this except tangently to Hebrew Philosophy. Is this normal? this seems totaly odd.
