Working on getting a TA offer.. Help

I posted this in "The Bank" but still havent gotten a reply. But i guess it fits more here. please let me know your thoughts.

So i got into UT Austin for the ECE PhD program, and they said that funding for incoming international students is very very limited, so i didnt get any funding, neither did anyone at my school. But i have gotten in contact with a a professor I am interested in, and he seemed interested. Although he will not give incoming students RA positions in his last email he told me that he's "looking for a TA offer" for me...... So now i'm really stressed, what do u think my chances are in this case? how does this work anyway?
