In other words, how frequently do people get picked up off the waitlist? Is the waitlist often just a consolation prize?

It depends on how many people are waitlisted, how many were offered admissions right off the bat, and where you appear in the waitlist. You might want to contact the DGS to learn of where you stand on the waitlist. I might wait a few weeks before contacting (I know that is so hard to do), as you may get a more concrete answer.
