Any thoughts, however random, would be appreciated . All things being equal, I would say that funding would be my deciding factor. The UC system is getting its budgets slashed. You will be fighting for TAships and RAships. You might end up an RA in research that you don't even care about. At Michigan, it sounds like you'll be funded and without as much competition, you might have an easier time doing what you are interested in.
