I hope he is telling the truth...It is not like we are asking who received the invitations...

This is my thought too...I can see individuals having to keep it quiet, but it seems silly to lie about whether emails have been sent (we know they are sent before June). If there really is a confidentiality clause about saying *anything* he should just say that he can't answer those questions.

Yes, but he's also new at this, so maybe he doesn't know what to say... I suggest someone else calling him and seeing if they get the same response, maybe? Or we could probe more when he answers and say that it's not a lot of time before the May 29th date? I don't know....

I just called again. He says they still have not been sent out yet, and he knows that it is cutting it close. And then he said probably by next week, which obviously must be the case since that is the last week before orientation. ARH.

Do you think that's really true? Or is he just not telling us that they've been sent out? What was your read on the situation?

I honestly do not know. On the one hand, I feel like it is so very late that the invitations must have been sent, and maybe Milton is supposed to tell everyone the invitations have not been sent, until maybe like May 27. On the other hand, as mentioned before, why would he need to lie about the invitations being sent out?

He did not say much, and I really was tempted to ask "Is it against policy to say if the emails have been sent out?" but I chickened out. I don't think I want to call him again, haha, I have spoke to him three times now.

My guess is that they've already sent out the invites, and he can't tell us that. So, maybe we should stop holding our breaths...

Just had a friend call. She was told that we will find out over the summer and that we can check our status online. So, that kinda makes me think they have already been sent out since, those of us who found out over the summer last year were all rejected. I'm thinking that someone should just ask Milton point blank when we will hear if we have been invited to the orientation.

Also, anyone have any idea how to check the status online? I went to grants.gov and all it says is that they agency has assigned a tracking number but there's nothing else...

ETA: Alright, I just sent an email asking for more info about orientation and on how to check one's status. I'll let you know what I hear.

I don't believe you can check the status online. At least I couldn't figure out how. I don't think they're responding to emails right now - sent a few earlier in the week. Why don't you call and ask Milton point blank? That sounds like a good idea. I've already called him twice, and heard the same thing both times...

I am just guessing here, but maybe the status online says "assigned tracking number" until the summer when it changes to "rejected" (if that even happens at all). I think the question is more "when are the orientation emails sent out" rather than "when will recipients find out their result". I wonder if we would receive the same response if we spoke to Chantell Haskins.

Grants.gov will change when they do the official acceptance/rejection. That is what I read/how I interpreted it. They send all those at one time, which I think is part of the reason 1) it takes so long and 2) it is unofficial until those are sent (I don't know why it has to be that way though).

Time to give up? :(

Maybe, maybe not. On the one hand, yes, if orientation goes on as it said in the Program Announcement. BUT, my sister (who works for a different fed agency) said that lots of things have been up in the air due to all of the stuff going on with the federal budget. She suggested that I not give up hope quite yet, just because they may have been waiting until they knew how much money they would have before sending out acceptances. She could be right, she could be wrong. After all, the people waiting on Fulbright-Hays waited a few weeks longer than usual this year, only to find out that the FY11 program had been canceled altogether. Let's hope that that isn't why it seems that no one has heard.

Also, if someone has heard, feel free to create a dummy account and post saying that. Someone did that today on the EPA STAR post and I'm sure a few people were glad since it meant they could officially cross it off of their list.

At this point, I'm not holding out any hope for being a Nancy Foster Scholar. I'll try again (again!) next spring, I guess. And, if by some miraculous chance I do get it, I'll be pleasantly surprised and jump up and down screaming (which is what I did when I found out I got a Fulbright).

Email from Milton received just over two hours ago:

There will be no orientation this year. Decisions will be made over the coming month. Please check your grants online account for any changes in status. If you are having trouble with grants online or
, please feel free to call their help lines.

Best,

Milton

I've made no progress on checking the online status, for what it's worth.

I was wondering if they might use this as a cost-saving measure since they were so late in notifications...but I didn't think we would still be waiting. I checked my status and it still says tracking number assigned, but I have a feeling this won't change for awhile (i.e. awardees will still probably get real emails and then the rejections will be sent to grants.gov).

I got this email from Milton a few hours ago, too:

So I thought it was a little weird that he keeps saying to check our grants.gov account because I have never been notified about anything from the site; it has only been a way to submit. So I went back and read a few things on the website and this is what grants.gov says:

"A status of "Agency Tracking Number Assigned" indicates that the agency has assigned an internal tracking number to your application. This is the last status that Grants.gov tracks. Updates beyond this must be checked with the agency directly."

That makes it sound like anything we hear should come from the agency directly. It makes me wonder if he just doesn't know how that system works, or if it was an attempt to deflect all the questions.

Sigh, mostly I just don't feel like waiting until June 22 (or later) again. =P

Just saw this forum after months of having no idea what was going on with the application process! Wish I had seen this earlier - it would have been reassuring as May came and went.

Has anyone heard back? Or heard of anyone else receiving the award?

Thanks, and good luck to you all!

Really?! No word for anyone yet? This is driving me nuts....

Still haven't heard and we're past the time when rejections were sent out last year. Anyone want to call Milton on Monday for an update?

I called Milton today (June 30th). He said that announcements and decisions have not been made yet. That we will hear about success or failure from Grants Online, not grants.gov. They do not anticipate announcements until August. I hope this is helpful.

Thank you for calling. I guess I need to look into what Grants Online is. August...what a huge difference from when we thought recipients would find out in May. I hope the funds are there, and the reason for the long wait is not due to budget concerns.

I've looked into Grants Online but I don't understand how we are supposed to be able to use it. It seems to be for current grant recipients, reviewers, and federal staff only. "Grant Applicants

To Find and Apply for a Federal grant, go to the Grants.gov website."

Anyone have any idea what we're supposed to do with this website?

Also, anyone applying for the other NOAA grad program (Educational Partnership Program)?

I am still very confused from my conversation with Milton, but it looks as though you will still have to receive an e-mail from NOAA in order to get access to the webpage.

How do I access Grants Online?

Using Internet Explorer, enter the following URL in your address bar: <A href=https://grantsonline.rdc.noaa.gov/">'>https://grantsonline.rdc.noaa.gov/">https://grantsonline.rdc.noaa.gov. You must have a valid userid and password in order to access the system. NOAA employees, please contact your GMAC representative if you do not currently have a Grants Online userid. Contact the Grants Online HelpDesk if your account is locked. Grantee access is granted only after an award has been made. The Authorized Representative who signed the SF-242 cover page of the applicaton package will be notified via email when their award is ready for review and acceptance via the Grants Online system. Access instructions are given in the email notification. For locked accounts, grantee users should contact their organization's Grants Online Recipient Administrator for assistance. They may also contact the Grants Online Help Desk.
