It's a brand new program set up in the Dept of EE, Clemson. It claimed "Clemson’s interdisciplinary graduate program in photonics is one of only two such programs in the U.S." First of all, who is the other one? Second, can any one help explain this new program and the difference from the ordinary EE doctoral program? It will be very helpful Thanks !

i could be mistaken but i believe for photonics university of arizona (or arizona state always forget which one), and either rochestor institute of technology (or university of rochestor, again forget) are top and well known for optics/phontics

the difference is, most EE-photonics grad programs make you take quite a few EE courses which is not what a photonics person is going for. This would allow you to focus on ALL photonics instead of the rest of EE.
