When a deadline says December 15 that means:

1. December 15 at 12.00am

2. December 15 at 23.59pm (24 hours later)

Depends on the program. Some just want things postmarked by that date, others have a specific time listed, others are not specific. I would email the programs in question just for verification.

8/10 programs that I am applying have not a specific time. I am very concern about that because I am still waiting for two letters of recommendation.

Most deadlines are postmark deadlines. And firm deadlines do not apply to letters of recommendation: those will just be added to your file as they arrive. Nobody will start looking at admissions files until late January at the absolute earliest, so no need to worry about late letters yet.
