What does this mean?

Does this mean most likely I won't get a funding in 1st year of Graduate Study -_-? and i have to find profs now to get Ra for 2nd year~graduate?

You should do as the email suggests and contact faculty about RA possibilities. What the department is telling you is that they don't have any money (TA funds) to offer you.
