Gam Bunyakiat
I applied and had an interview for a Phd program last year and they denied me. I plan to apply again for Fall 2013. According to my opinion, there are two main weak points that I need to fix. First, GRE writing score which I'm working on. Second one is my weak research experience. I have one master thesis and a few term papers. Now, I'm working for a governmental agency of my country located in USA. I have chances to write a few more small-scale research papers. The topics are related to the field of study that I'm going to apply for. However, they are in my own language and some of them will be used only within my department in my country. Questions: 1) Can I refer to research papers writen in my language when I apply for PhD program? If I have English version, does it help? 2) My research papers are for internal uses. Does it help me strenghten my research experience? 3) I'm not with any academic or research institute, is any way I can have my paper published (within few months) ? Thank you in advance for all suggestions!

Although my understanding is that for any paper to be taken seriously--no matter what area you're in--they need to be peer-reviewed in a reputable journal and this generally takes at least a year. I think Science/Engineering programs might be a little bit faster but it's certainly a slow process.
