I received an email from FIU that my application has been referred! (With exclamation mark.) What does that mean?

When did you submit your application and when is the deadline? Were there anymore details in the email? It might just mean that your application is complete and has been forwarded from the graduate school to your program's department.

I did as well. Spent at least a whole second excited before the true meaning sunk in.

Similar here. The graduate secretary replied: "Your application was reviewed!!" With two exclamation marks. Does it mean anything?

it means the department has recommended you for admissions to the faculty/school of graduate studies (who make the final decision)

you will probably receive an offer

Did anyone get an offer yet or are FIU decisions really in April?

I was told that my department will probably meet mid-next week. Hopeful a decision will follow rather quickly.

The double exclamation marks lead me to believe that there's more to it than "we are currently reviewing your application."

We'll see. I believe FIU is a little later in decision making process. I've got a month or two left to wait. I doubt I'll get accepted
