MS in Electrical Engineering

I would really want to go to a graduate school in ECE (or EE) major. Currently, I am in ECE major at UIUC. But my GPA is not so good (around 3.3), so I wonder which schools I can go. (So far, I have no research experiences but will do it if possible before graduating)

The universities where I am looking for graduate schools are:

University of Illinois at Urbana-Champaign

University of Washington - Seattle

University of Wisconsin - Madison

Northwestern University

Pennsylvania State University - University Park

Johns Hopkins University

Among them, which ones do I have more chances to get into?

(and any other schools where you think I can get in?)
