Is it possible to decline an offer once you accept it? I want to change my decision!!! Pls Hellllppppp

Hi everyone, I have a serious problem. Two days ago I accepted Iowa State University's offer for PhD program in Chemical Engineering. Today I was accepted to UC Davis and want to attend there. Can I change my mind? Is it illegal? Will be any penalties? Waiting for your response!!!!!!!!!

Apparently if you've accepted an offer of FINANCIAL funding, (not merely acceptance), you should get a written release from Iowa state. if it's just acceptance, i think you're in the clear with just an email.
