I am planning to apply very seriously this year. [Thanks God I found this forum!]

I can apply to only those programs who can offer me full rides [Full tution waiver + RA/TA stipends/ fellowships etc] otherwise it won't be possible for me to study.

1- If you want financial aid an HKS already rejected you once even if you do get in dont expect financial aid (they are terrible at that). Chicago gives some people good financial aid, same as Georgetown, Berkeley, Carnegie Mellon,SAIS,LBJ and Korbel give a lot of international really good financial (most of us got full rides)

USC gives great fin aid too, your stats would get you a hefty scholarship there

Great topic! I wish I knew the universities who give full tuition waivers to international students. Unfortunately, Georgetown is not among them.

I know that this is slightly off topic but I would suggest that you take the GRE again.  Improving your score on the Writing Section could really strengthen your application for a MPP program.

I would say that Q and V parts of GRE are much more important - I've got 3 on AW section and still received a full-tuition scholarship to one of the top schools. In general, I get a feeling that there is no element that will determine your admission and/or fin. aid - adcoms look at bigger picture and synergy between elements of your profile. There are always place for contingencies - good luck!

PS there are plenty schools who are good fit, still first-second tier, but less known than Harvard brand - check them out. There is a lot of work, but it's one of the most important decisions in your life.
