How do I find a PhD position?

Hi anyone

I saw  this site yesterday when I was searching a PhD position but I dont  know that how this site can help me and what is performance of this site? 

I completed M.S in applied mathematics, Operation research about two years ago and also I completed B.S in applied mathematics. I have a great love of math. after graduation, I spend all time on write two paper that have not yet published and on getting and preparing

of my documents for applying but unfortunately I have not yet been able to find a PhD position. 

I am very thankful from anyone that help me.
