I have looked around but am still not sure who the person doing work - if there is one - related to the History of Photography at U Mass Amherst is. Does anyone know? Unsure about UT Austin also.

I'm not sure if there is anyone for History of Photography at UMass, but Mount Holyoke (in the 5 College Consortium, just down the road from Amherst-- only undergrad, but you can use it as a resource) has Anthony Lee, who is fantastic. You might want to email him about opportunities for HoP at UMass!
