I manage to applicate for Georgia Tech's Master's Degree In Electrical and Computer Engineering Program. I wonder if it is possible to get the GRA while being a Graduate student? And will it exempt me from paying the registration fees ?

All PhD Students are typically funded. However, most Schools expect Master Students to fund themselves. Although, some programs have limited funding for their Master Students. Application fees waiver is dependent on the status of the applicant and the program you are applying to. Contact each program you are applying to for clarification. I hope this help.
