Resume evaluation in electrical engineering

Hi friends, I will be very grateful if you evaluate my resume and say say your opinion. Which school do you think that I have chance to get admission and fund?

My resume is as following:

Major: Electrical engineering

Field: Power electronics and electrical machines

Undergrad GPA: 2.8

Grad GPA (From Iran's most prestigious university): 3.914

Toefl: 103

GRE: Q:170 , V:161, AW: 3.5

I was TA for three undergraduate courses in my master.

4 IEEE Conference paper (3rd auther)
