The day that graduate schools have to contact you and make an offer by? I'm confused because I've heard both answers. I applied to 7 grad schools and only 1 has responded so far. If April 16th is when I need to make a decision I guess that means I'm not going to be granted a visit if accepted. Thoughts?

So it's normally meant to refer to a deadline for you to decide, not for them to contact you. However, as April 15 approaches, people will make decisions so schools might make offers to other people lower down on their list. So April 15th is a busy time for both applicants and schools as the deadline forces decisions to be made.
