Chicago CIR or Fletcher

I'm trying to decide between UChicago's CIR program and Fletcher MALD. Both offered partial funding, and cost is a factor for me. CIR being a one year program weighs in it's favor, but I'm concerned that the program may solidify me in the PhD track and make me less competitive in the job market. At the same time, I'm wondering if a Fletcher MALD will make me a less attractive PhD applicant should I decide to apply right after getting my MA. Ideally, I'd like to be a scholar/practitioner working in democracy development in the Middle East. Anyone have any advice, or facing a similar dilemma?
