Or are they there "just in case"? How does that usually work? I specifically applied for Western Kentucky. I want them to read my letters!

Well, if you go to the CSD graduate admission website it says references may be contacted for further information. See below References may be contacted for further information – do not send letters of recommendation. Letters will not be considered or kept on file by the department.
