Schools contacting references

For schools that require you to only give them contact info for references instead of requiring letters: do they typically contact the references? Or are they there "just in case"? How does that usually work? I specifically applied for Western Kentucky. I want them to read my letters!

Well, if you go to the CSD graduate admission website it says references may be contacted for further information.  See below

Right, I just was wondering if anyone knew from past experience what the probability of that happening may be.
