Advice with Univ selection for PhD in Civil & Environmental Engg (Water Resources)

Hi, I had applied to PhD programs in Civil and Environmental Engineering, specialization: Hydraulics and Water Resources. My research interests are in hydro-climatology and climate change impacts on water resources.
I have funded admits from the following:-

UMass Amherst
University of Iowa - RA position at IIHR-Hydroscience and Engineering
Northeastern University
Michigan Tech

Seniors, kindly help me in shortlisting an univ, considering my future prospects of going into academia.

Will it be a wise decision to go with UIowa over UMass, considering that UIowa has moved upto 21 in the current USNews Environmental Engineering rankings??Please provide your valuable feedback. Also in case I want to join industry, what are the possible opportunities?
