CS Tennessee knox VS university of kansas

Hi , guys 

 

I have to decide between university of Tennessee at Knoxville and  university of Kansas for a CS PhD Degree, 

 

Both research topics are interesting for me  ,both of proffs are new (earned PhD after 2013) , so I am a little bit confused , 

how to choose ...Knoxville seems  to be a better place to live (larger city ) while both of them have almost same life expenses.

 

Any one who have experience in any of them will really help,

 

What about post-graduation opportunities , are they the same for both ?
