Transfering to another PhD program

A quick question:

Is it possible/likely/looked down upon to try to transfer to another university's PhD program if you are unsatisfied at your current school after a year of study. I am asking this because my partner was accepted with full funding and a fellowship at another, possibly better, school, but chose to attend the school that we BOTH were accepted to. I am unfunded, so if it doesn't work out for me, I want to know if she will be able to transfer (if she wants to) to another school that will better fit her skill level.
