Masters at Wisconsin or Ann Arbor in Algebraic Number theory?

I have been admitted to the Master's at both programs and want to pursue a PhD afterwards in Algebraic Number theory. Both programs seem equally good in every aspect and I am having a difficult time making a decision. 

 

I would like a program that maximises my chances at a PhD at a really good school after by giving me the opportunity to work hard. Is there anything to distinguish between the two in this respect (or any other)?
