Department Admission Recommendation on hold?

My top choice school answered me that the department already submitted admission recommendation to the graduate office and the online status in the graduate office reveals that the admission recommendation for me is on hold. What does that mean? I can still receive the offer, right?

I think it's just administrative stuff... takes a while for the office to approve and send out the final offer. Don't worry, you should be fine
