In the acceptance mail they are asking me to show a financial guarantee for every year of my PhD studies. I do know that it is a very very subtle way of rejecting knowing pretty well that no one would pursue a unfunded PhD program. However being rejected from most of the schools and seeing an acceptance somehow has given me a glimmer of hope. Is it okay to mail the graduate program for any information on funding?? Would that be fine?? I just got the mail today and when should I mail to ask about any funding chances??

You should be well informed about every possible funding (maybe after the first year you can get..).. you should ask if you seriously consider to accept their offer.
