Leadership and Policy vs. Curriculum and Instruction

Maybe someone out there has a better idea, but to me it seems like educational leadership and policy programs want older people with experience in these fields, heads of schools, officials etc. while Curriculum and Instruction programs want teachers with long years of experience. Is this at all true about these programs? Is there such a distinction in your opinion.
