Hello, I am from South America and I have applied for a spring admission at several graduate programs in civil engineering. Most of the institutions I was interested in offered spring admissions and didn't advise against them, the only one that didn't offer admission in this term was Georgia, I think.

I even contacted a professor at one university about research assistantships and he was open about the possibility, saying that we could be in touch in case I got admitted.

Readings this boards I see some people believe that spring admissions are an extremely rare occurrence, how accurate is this? I mean I know it is less frequent than fall admissions but to what degree?
