Have full-ride scholarship, does it affect my chances for admission for an MS program?

Titile says it all. I have a fullride scholarship from the Indonesian government (COL, tuition, etc)

Thinking of applying to Stanford MechE for an MS degree, I don't think my profile is as refined as most Stanford applicants (though I have heard rumors flying around that Stanford MS is mostly a cash cow). Does me having a scholarship affect my chances much?
