During my undergrad in International Relations I got a scholarship to study Political Science in France for a year. I barely knew basic French but I went anyways. I did ok in most of my classes, nothing great, but since I didn't know the language I was pretty satisfied with the results, and I got a certificate of political science. BUT, I failed one of the classes. It was a stupid class, about something I knew pretty well so I didn't really put in any effort, and the final evaluation was an UN simulation (which I hate), so I failed it. 

The programs for which I'm applying ask that I upload the transcripts from every university I've attended, but since I failed one of the classes I'm not sure I should say anything. 

The pros:
1. Only 2 people per class are selected to this scholarship;
2. I ended up learning French (kinda);
3. I got a certificate in Political Science, which would be nice to mention since my major in undergrad was IR and I'm applying to Poli Sci programs.

The cons:
1. I didn't exactly get outstanding grades;
2. I failed one of the classes.

Should I send these transcripts or not?

If it says send the transcript, you should send it. The potential consequences of sending it and having your admissions chances lowered are far less than if they find that transcript which you did not send. They would consider that false information, and it could lead to a denial of admission or (if you're already there) expulsion.

If it says "the requirements are that you send all your transcripts from any institution of higher educaiton that you attended" then you should send it, and if you don't, you are a dishonest ass who deserves to get kicked out of any program you get accepted into under false pretenses.

One thing I don't hear you saying under the pros is, "its the right and honest thing to do", which is worrisome.

you have to send it. but of course you can address all the pros in your personal statement. If you did not speak French well enough that explains the lower grades as well.

Easy there, man. In my home university transcripts it shows the classes I took in France as complementary credits towards graduation, and every mandatory class I took towards my major there I passed AND took it again in my home university, so it's not as if I'm not qualified and haven't earned my degree.

I do agree with you that I should sent it, and I have even gotten my transcripts translated already, but a colleague who is in the same situation is doing his application to some of the same places and he was pretty adamant that we wouldn't have to send it. Since we're not from the US I figured I'd ask you guys, there's no need to be so aggressive about it.
