Penn Scientific Computing MSE

Hey Guys, 

First Post. I was wondering how to tell the competitiveness of the Penn's MSE program before I apply for the March Deadline. The most recent stats has someone with a GPA under 3.4! And then there are two other people, one has a 3.9 and high GRE scores and the other doesn't have any listed stats. Do you think they have a low threshold in accepting people, even if it is Penn?
