Ok, so I am an international student. The website of the school I am waiting for an answer from says:

a. the PhD program is covered head to toe without saying a thing about international students or specifying anything at all, just 'good news, forlks! it's all covered once you get accepted';

b. on Q&A page they claim that international students do not their programs covered.

Might b. mean only MA students? That would make sense, otherwise how are they going to excel in research and internationalize?! For the reference, I am talking about Michigan Ann Arbor.

Ok, here we go: "Most full-time doctoral students receive a funding package, which include a tuition waiver, health insurance, and a stipend for living expenses for at least four years. Contact your program administrator for details''. Nothing about international students! And they are surely a part of 'most'.

@morifol I would just contact your program/POI directly and ask. They'll be able to give you a straight answer versus trying to decipher what they meant on their website. On top of that, funding is a valid question to ask as you weigh your options. Good luck!

The point is that I don't have an offer yet, so I do not want to be e-mailing right now. I just want to be properly happy when/if I get it.

Update: I have e-mailed a secretary. Cannot believe I haven't figured this out yet!

This is a good question.

There's no point in worrying now if you don't have an answer. Because funding was crucial for me, I asked this before I applied. Faculty were honest about it and many recommended not applying for their schools. Just wait a couple of more days and then you can solve the mystery. If you look at my school's website you wouldn't know that we all get funding somehow (I applied because a faculty and a student explained how things were). 

So hang in there! :D

Well morifol, I asked myself the same questions, so before applying I wrote to the department I wanted to join and asked whether they were offering TAships and tuition waivers to international students upon admission. They replied to me , and said that they did. So, I advise you to contact the department you wanna apply to and ask them. I did without having an offer and got a response.
