I applied about 2 weeks ago, but not really sure about admission process. Do you know when decisions are made?

I applied too, but there is no way to monitor if one's recommendation letters have been submitted

Decisions are usually made after a phone interview. this interview will be around Ending april to May.

you can just confirm from your referees whether they have submitted it or not.

@GeologyMajor University of North Dakota-BS Petroleum Engineering, 3.96/4.00, English Speaking, MS Petroleum Engineering

@AdeNigeria I contacted the graduate coordinator and she cc'd me on the recommendation emails, and once the recommenders submit the form, you should be able to click on link to see if it is submitted. If the form shows up, it is not submitted, otherwise will say submitted. Or you can always contact recommenders as GeologyMajor suggested!

Yestarday I have received an email asking me to send the Toefl/IELTS scores by mail. But I did not send yet. Then, today I have just received another e-mail with a regret letter( . I do not know how to proceed, whether I send them the IELTS scores or consider the regret letter?
