University of Wisconsin-Madison vs. Penn State PhD Statistics

Hello, I have been accepted to both of these programs and was wondering if anyone would care to share their thoughts regarding which is the better program?  I am not particularly interested in bio-stats, but I could see some things like imaging analysis being interesting.  I am somewhat interested in high-dimensional data analysis and time series/dependent sequence problems but I am open minded and not sure that I would end up focusing on either of these specifically.  I know that the distinction in rankings between these programs is not great and could vary by source but I was under the impression that Wisconsin is generally considered a better program, is this true?  Funding offer was a little better from Penn State but Madison seems more appealing to me and the funding difference will not be a huge concern, although it does cross my mind.
