Virginia Commonwealth vs University of Maryland Baltimore vs George Mason- MSW

Hello, 

My husband and I can't agree on what school I should attend. He is leaning towards VCU or Mason and I want to go to Baltimore. My reasons for Baltimore is I love the area, they have international field placements (I want to do international social work), and I have friends in the program who love it. I also feel it has a good reputation in the DC metro area. 

My husband is leaning towards VCU or Mason because it costs about half the price (we are Virginia residents), he really likes Richmond for VCU, and we wouldn't have to move for Mason.

I need help knowing what's more important in deciding which MSW program to go to. Cost? Classes? Area? etc

Also anyone that has attending these schools, I would love to hear your opinions.
