I have recently been admitted to a graduate program. So far, everything I've been receiving (the email about my recommendation for admission, the actual acceptance email) has suggested that I'm already enrolled. It mentions nothing about accepting or declining the offer. I sent an email to the program coordinator, but this is so strange! I mean, I haven't paid anything, so I should be ok, right? Most likely I will reject this offer.

Unless you have sent in an official letter of acceptance, you are not enrolled. They may just not be good at wording things. Even if for some weird reason they think you're enrolled, you didn't pay anything so it's no sweat off your back! Emailing the program coordinator is a good idea and I think that's all you can do. I agree that it's very strange!
