Again about GPA

Hey, guys! 

I'm an international student and my baccalaureate GPA sucks - 2.75 (I was too young and stupid). Now I hold master degree with 3.8. Do universities consider both of them? Or just undergrad? Does it make any sense to try enter PhD program? or I should forget about it? May be there are some institutions with loyal point of view on GPA?

Just complementing the response above, you should make sure to have good GRE scores, a great and well-written Statement of Purpose and Letters of Recommendation. Those are really important factors in an application.

Universities will (generally) consider both your undergraduate and graduate gpa. Usually, they will weigh your graduate gpa more if it's in the same program the PHD is in since it reflects your ability to do grad-level work better. There are other factors that matter much more though.
