Minnesota transcripts - from international school

Hi, I apply to Minnesota English PhD and I thought I could send a fax (or email?) of my transcripts, which they say is ok. But after I submitted online appl I received an email saying international students must submit official transcripts to the grad school(?)-though they say "credentials from international school" can be faxed. Is there a difference between credentials and transcripts? Or what they are saying is some international transcripts must be official (and certified) and some should be fine?

Is there any international applying for Minnesota?
