Why do some Master's Applications ask if you hope to continue on for Phd

Hey everyone!

I'm applying a number of different master's in criminology and master's in public policy programs and I noticed that a lot of them ask if I plan or hope to continue on for a Phd in the future. What is the point of this question? I'm not too sure if I plan on continuing on for a Phd. I have considered that possibility but I am still just unsure if that is a route I will take. Should I answer yes to this question? Will it affect my application in any way if I say no? I'm just really curious to learn the reasoning behind asking this to applicants.
