Honestly who knows, from what I've seen it's a total crapshoot. The value public service above all else, at least two years of experience is the general norm, private sector experience doesn't generally cut it. They don't seem super strict about grades and GREs, I've seen people get it based on extensive volunteering with bad stats otherwise. I think if you have good experience in the public sector and can convince them with your essay you will be a lot closer.The logic of giving such large scholarships is that people going into this field won't make a lot of money so if you have only worked in big businesses they won't feel incentivized to give you the money
